Policies & Client Agreement

(For Pakistani Students Applying to German Public & Private Universities).

This document explains the official policies, rules, regulations, refund conditions, ethical standards, and responsibilities between the Counsellor

(“Consultancy”) and the Client (“Student”) for Germany study admissions from Pakistan. The purpose of these policies is to ensure transparency, professionalism, legal protection, and prevention of fraud or misunderstandings during the admission and visa process.

1. General Consultancy Policy

1.1 Transparency Policy

The Consultancy shall provide clear and honest guidance regarding:

  • Public universities
  • Private universities
  • Tuition fees
  • Semester contributions
  • APS requirements
  • German student visa process
  • Blocked account requirements
  • IELTS/German language requirements
  • Accommodation realities
  • Part-time job realities
  • Visa risks
  • Processing timelines

No hidden charges or false commitments shall be made.

2. Public vs Private University Policy

2.1 Public Universities

The Consultancy must clearly explain that:

  • Most public universities in Germany have little or no tuition fee
  • Students usually pay semester contributions only
  • Admissions are highly competitive
  • Strong academic profile is required
  • Some programs require German language proficiency
  • Application deadlines are strict

2.2 Private Universities

Before applying to any private university, the Consultancy must disclose:

  • Full tuition fees
  • Total degree cost
  • Scholarship availability
  • Accreditation status
  • Recognition in Germany
  • Refund policy
  • Visa risks
  • Employment prospects

The Consultancy shall not market low-ranked institutions as “top universities” without proof.

3. Pakistani Student Compliance Policy

Pakistani students must understand that Germany has strict document verification systems.

The student is fully responsible for providing:

  • Genuine academic documents
  • Genuine bank statements
  • Genuine work experience letters
  • Genuine language certificates
  • Genuine SOP/LOM information

Submission of fake documents may result in:

  • Permanent visa refusal
  • Blacklisting
  • University rejection
  • Legal action

Cases have been reported where consultants submitted fake language certificates, causing students to face severe consequences.

4. Consultancy Service Policy

4.1 Services Included

The Consultancy may provide:

  • Job placement
  • Accommodation guarantees
  • Scholarship guarantees
  • PR/settlement guarantees

5. Payment Policy

5.1 Consultancy Fee Structure

The Consultancy may charge:

Non-Refundable Fees — These may include:

  • Registration fee
  • Consultation fee
  • Profile assessment fee
  • SOP/CV preparation fee
  • Application processing fee
  • Documentation handling fee
  • Courier charges
  • Translation charges
  • APS guidance fee

Once work has started, these charges are generally non-refundable. Many consultancies worldwide follow a “no refund after service commencement” policy.

6. Refund Policy

6.1 Refundable Situations

Refund may be considered ONLY if:

  • Consultancy failed to submit applications
  • Services were not started
  • Duplicate payment occurred
  • Wrong guidance caused major processing failure
  • Student cancels before documentation work starts

6.2 Non-Refundable Situations

Fees shall NOT be refundable if:

  • University applications have already been submitted
  • Offer letter has been issued
  • Student withdraws voluntarily
  • Student changes mind
  • Student misses deadlines
  • Student fails interview
  • Student submits fake documents
  • Visa refusal occurs due to student’s profile weaknesses

6.3 Visa Refusal Refund Rules

Consultancy Charges:

  • Normally NON-refundable because consultancy work has already been completed.

Refundable Depending on University Policy:

  • Tuition deposits
  • Security deposits
  • Some German universities refund tuition deposits after visa refusal while deducting administrative charges.

7. Blocked Account & Financial Policy

Pakistani students must understand:

  • Exchange rates fluctuate
  • International transfers may delay
  • Banks may request compliance verification
  • Incorrect IBAN/SWIFT details may delay transfers

Students should always transfer slightly extra funds to avoid exchange rate shortages.

8. Anti-Fraud Policy

The Consultancy strictly prohibits:

  • Fake admissions
  • Fake visa promises
  • Fake scholarships
  • Fake accommodation
  • Fake blocked accounts
  • Fake employment promises
  • Fake German language certificates

The Consultancy shall maintain full legal compliance with German laws and Pakistani regulations.

9. Client Responsibilities

The Student agrees to:

  • Submit documents on time
  • Provide truthful information
  • Follow embassy rules
  • Attend interviews honestly
  • Read all university policies carefully
  • Verify financial capability before applying

The Consultancy shall not be responsible for losses caused by:

  • Student negligence
  • Delayed responses
  • False information
  • Financial insufficiency
  • Immigration violations

10. Common Fraud Practices in the Market

(Based on Student Experiences & Complaints)

Students from Pakistan and South Asia have reported common consultancy scams such as:

Final authority regarding:

  • Admission
  • Scholarship
  • Visa issuance
  • Residence permit
  • Immigration approval
